The Rwanda Society of Obstetricians and Gynecologists (RSOG) is a professional organization established as per the Ministerial Order N°04/08.11 of 09/01/2012. RSOG’s mission is to contribute to the improvement of women’s health in Rwanda by promoting excellence in clinical practice, training, and research in Obstetrics and Gynecology. RSOG provides continuous professional development, maintains high ethical standards, and represents the OBGYN discipline within the country, on the continent, and internationally. RSOG has been actively involved in improving maternal and child health in Rwanda through teaching sessions, outreach programs, and advising the Ministry of Health on matters related to reproductive health.

Position: Consultant – Development of National Guidelines for Assisted Vacuum Delivery

Background:

RSOG is committed to promoting excellence in obstetric and gynecological health in Rwanda. To improve maternal and neonatal outcomes, RSOG seeks a consultant to develop national, evidence-based guidelines for assisted vacuum delivery. These guidelines will standardize clinical practice, enhance training, and promote safe implementation of vacuum-assisted procedures.

Objectives of the Assignment:

Develop comprehensive, evidence-based, and context-appropriate national clinical guidelines for assisted vacuum delivery in Rwanda.

Scope of Work:
  • 1. Conduct a situational analysis of current practices and capacity regarding vacuum-assisted delivery.
  • 2. Review relevant global and regional guidelines (e.g., WHO, FIGO, SOGC).
  • 3. Engage national stakeholders (MOH, RBC, professional associations, and clinicians).
  • 4. Draft clinical guidelines covering:
    • • Indications and contraindications
    • • Pre-requisites for safe use
    • • Step-by-step procedures
    • • Roles of healthcare workers
    • • Infection control protocols
    • • Monitoring and referral protocols
    • • Training and supervision guidance
  • 5. Facilitate stakeholder validation workshops.
  • 6. Finalize the guidelines with integrated feedback.
  • 7. Create a plan for implementation and dissemination.
Expected Deliverables:
  • • Inception report with methodology and work plan
  • • Situational analysis report
  • • Draft national guidelines document
  • • Stakeholder consultation workshop report
  • • Final validated guidelines (ready for publication)
  • • Implementation and dissemination plan
Reporting and Supervision:

The consultant will report to the Managing Director of RSOG and collaborate with the Maternal and Child Health Division of the Ministry of Health and the RSOG Project Manager.

Required Qualifications and Experience:
  • • Advanced degree in Obstetrics & Gynecology, Public Health, or related field
  • • Minimum 5 years of experience in maternal health program development or clinical guidelines
  • • Familiarity with Rwanda’s health system and clinical context preferred
  • • Strong analytical, writing, and facilitation skills
