The Rwanda Society of Obstetricians and Gynecologists (RSOG) is a professional organization established as per the Ministerial Order N°04/08.11 of 09/01/2012. RSOG’s mission is to contribute to the improvement of women’s health in Rwanda by promoting excellence in clinical practice, training, and research in Obstetrics and Gynecology. RSOG provides continuous professional development, maintains high ethical standards, represents OBGYN discipline within the country, on the continent, and internationally. RSOG has been actively involved in improving maternal and child health in Rwanda through teaching sessions, outreach programs, and advising the Ministry of Health in matters related to reproductive health. I. POSITION: Finance Manager
II. POSITION OVERVIEW

The Finance Manager's primary responsibility is to ensure the efficient management of RSOG's financial resources to support the organization’s objectives, including grant management, project budgeting, budget monitoring, RSOG financial statements, and financial reporting to stakeholders.

III. KEY RESPONSIBILITIES
  • Financial Planning and Budgeting:

    Develop annual budgets in collaboration with the executive team and committees. Monitor budget performance and prepare regular financial reports for the executive committee and stakeholders.

  • Financial Reporting:

    Prepare accurate and timely financial statements in accordance with local regulations and accounting standards. Present financial reports to the executive committee and stakeholders and provide explanations for variances and financial performance.

  • Cash Flow Management:

    Manage cash flow and forecasting to ensure availability of funds for operations and initiatives. Optimize cash management procedures to maximize efficiency and liquidity.

  • Financial Analysis:

    Conduct financial analysis, including cost analysis, profitability analysis, and financial forecasting. Provide insights and recommendations to support strategic decision-making by the managing director, executive committee, donors, and stakeholders.

  • Grants and Funding Management:

    Develop fundraising strategies aligned with the organization's mission and financial goals. Identify and pursue funding opportunities, including grants and donor funding. Write and submit budgets for grant proposals to secure funding from foundations, government agencies, and other grant-making organizations. Ensure compliance with funding requirements and reporting to donors as necessary.

  • Audit and Compliance:

    Coordinate annual audits (both internal and external) and ensure compliance with regulatory requirements and RSOG policies. Implement internal controls and procedures to safeguard financial assets.

  • Tax Compliance:

    Manage tax compliance activities, including approval and submission of tax returns. Stay updated on changes in tax laws and regulations affecting RSOG.

  • Financial Systems and Processes:

    Oversee financial systems (e.g., accounting software) and recommend improvements for efficiency and accuracy. Train and support RSOG staff on financial procedures and use of financial systems.

  • Support:

    Support the executive committee, RSOG staff, and RSOG members with financial information and analysis.

  • Risk Management:

    Identify financial risks and develop strategies to mitigate them. Ensure adequate insurance coverage and manage other risk mitigation measures.

  • Team Leadership and Development:

    Supervise and mentor the finance officer. Promote a culture of high performance and continuous improvement within the finance team.

  • Stakeholder Management:

    Build and maintain relationships with stakeholders, including members, donors, partners, and regulatory authorities. Serve as a key point of contact for financial inquiries and communication.

  • Strategic Financial Planning:

    Contribute to the development and implementation of the organization's financial strategic goals and objectives. Provide financial analysis and support for strategic initiatives and projects.

  • Procurement:

    Develop and implement procurement policies and procedures that ensure transparency, fairness, and compliance with RSOG’s policies and regulatory requirements. Establish guidelines for selecting and managing vendors based on criteria such as quality, cost-effectiveness, reliability, and compliance with ethical standards. Oversee the process of tendering, bidding, and negotiating contracts with suppliers to secure favorable terms and conditions. Monitor supplier performance and compliance with contract terms, including delivery schedules, quality standards, and payment terms. Develop and implement strategies to mitigate procurement risks and ensure continuity of supply. Provide regular reports to senior management and stakeholders on procurement activities, expenditures, and performance against targets.

  • Documentation:

    Draft and provide support for financial manual development. Be responsible for documenting the day-to-day financial procedures, policies, and controls.

IV. QUALIFICATIONS AND EXPERIENCES
  • Bachelor's degree in Finance, Accounting, Economics, or a related field. A master's degree or professional certification (e.g., CPA, ACCA) is preferred.
  • 5 years of experience in financial management, preferably within the NGO sector with particular fundraising responsibility.
  • Experience in the health sector or with non-profit organizations is an advantage.
  • Knowledge of procurement regulation is an added value.
  • Ability to analyze financial data and generate meaningful insights.
  • Communication, leadership, and management skills.
  • High level of accuracy and attention to detail in financial reporting and analysis.
  • Strong ethical standards and integrity in financial management.
  • Strong knowledge with donor-funded projects and reporting requirements is desirable.
  • Fluency in English (written and spoken); knowledge of other languages relevant to the project context is an asset.
V. LOCATION AND CONTRACT DURATION

This is a full-time position based in Kigali. The initial contract will be for one year renewable, with the possibility of extension based on performance and funding availability.

VI. REPORTING

The Finance Manager reports directly to the Managing Director.
