The Rwanda Society of Obstetricians and Gynecologists (RSOG) is a professional organization dedicated to improving maternal and reproductive health in Rwanda. RSOG promotes excellence in clinical practice, training, and research in Obstetrics and Gynecology, contributing to improving maternal and child health through teaching sessions, outreach programs, and advising the Ministry of Health.

I. POSITION: Procurement Consultant
II. POSITION OVERVIEW

The Procurement Consultant will support RSOG in managing its procurement activities, ensuring efficiency, transparency, and compliance with organizational policies and donor regulations. The consultant will develop and implement procurement strategies, oversee procurement processes, and provide technical support to RSOG staff.

III. KEY RESPONSIBILITIES
  • Procurement Strategy Development:

    Develop and implement a comprehensive procurement strategy tailored to RSOG’s needs, aligning with organizational goals and donor requirements.

  • Procurement Planning:

    Assist in identifying procurement needs and develop an updated procurement plan to guide all procurement activities.

  • Tendering and Contract Management:

    Prepare tender documents, manage tendering processes, and oversee contract drafting and compliance.

  • Capacity Building and Technical Support:

    Provide training and mentorship to RSOG staff on procurement policies, procedures, and best practices.

  • Compliance and Risk Management:

    Ensure procurement activities comply with RSOG policies, Rwandan laws, and donor regulations, mitigating risks as needed.

  • Reporting and Documentation:

    Maintain procurement records and prepare reports for management and donors, ensuring proper documentation of all processes.

IV. DELIVERABLES
  • A detailed procurement strategy document.
  • An updated procurement plan.
  • Documented tendering processes and contracts.
  • Capacity-building reports and training materials.
  • Monthly progress reports and a final consultancy report summarizing achievements and challenges.
V. QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s degree in Procurement, Supply Chain Management, or related field (Master’s degree preferred).
  • 5+ years of experience in procurement, preferably in NGO, health, or donor-funded projects.
  • In-depth knowledge of Rwandan procurement laws and donor regulations.
  • Proven experience in managing tendering processes and contract negotiations.
  • Excellent analytical, negotiation, and communication skills.
  • Ability to work independently and in a team environment.
VI. LOCATION AND CONTRACT DURATION

This is a consultancy position based in Kigali, Rwanda. The duration of the contract will be determined based on project needs and performance.

VII. REPORTING

The Procurement Consultant will report directly to the Managing Director.
